Speech-Text Archival and Retrieval System

Introduction

STARS is a web-based system that provides public access to our growing collection of ministerial speeches and press releases which were transferred to the National Archives of Singapore (NAS) mainly by Ministry of Culture and the Ministry of Information and the Arts. STARS was developed in 1999.

Collection

The NAS has over the last 30 years accumulated a large volume of past speeches made by various ministers and presidents at many important official functions. Examples include speeches delivered by former Presidents Yusof Ishak, Benjamin Sheares and Devan Nair, early politicians eg. Dr Toh Chin Chye, Othman Wok, Ong Pang Boon etc.

There are also press releases relating to bilateral/international agreements, manpower reports, economic reports, etc, issued by various government agencies including Ministry of culture, Ministry of Foreign Affairs, Ministry of Finance, etc.

The speeches that are available in the STARS website are non-current. To-date, speeches of more than 90 speakers have been uploaded into STARS.

Search Procedure

Users can search for speeches and press releases using a simple query search or a specific query search. In the Simple Search screen, users can specify search parameters such as query and date of speech or press release. For Specific Search, users are presented with a screen that contains input fields such as caption / title of speech or press release, speaker, date of speech or press release and occasion. For speeches, users can also conduct a speaker search to retrieve all the speeches of a particular minister.

Access to the Speeches

The speeches and press releases have been digitized and users will be able to view them on-line once they click on the PDF, DjVu or HTML document icon besides the title of speech or press release. The speeches and press releases are also captured on microfilms, which are available at the Archives Reading Room, located on the ground floor of the NAS Building at No. 1 Canning Rise.
